Abstract

Legislative election shows a lot of contentions either from the new candidates or the incumbents.
Therefore, in order to win the parliamentary seats, they need a political strategy. In Bangka
Belitung, especially Bangka Regency, the 2019 legislative election has the highest number of
incumbent candidates which is 23 people comparing to other regencies, and it also has the highest
number of losing incumbents which is 7 people. Accordingly, this study aims to identify the
political strategy and to find out the defeat factors of the incumbents at the 2019 legislative
election. This study applies the theory of political strategy proposed by Schroder which is offensive and defensive strategies. The method used in this study was qualitative descriptive method. The
results of this study portray that offensive and defensive strategies proposed by Peter Schroder
were not applicable at the 2019 legislative election in Bangka Regency since there is no strategic
section grouping conducted by the politicians which was specifically used at the election.
Additionally, the defeat factors are dissatisfaction of the society towards the performance of the
politicians, changes in the behavior of the society, fragmented internal part of the parties,
unprofessional campaign team, and lack of transparency from the election organizers.
