ANALISIS PEMENUHAN KEBUTUHAN MINIMUM ESSENTIAL FROCE (MEF) DALAM PENGADAAN ALAT UTAMA SISTEM SENJATA (ALUTSISTA) TENTARA NASIONAL INDONESIA (TNI)

Abstract

The existence of various dynamics of regional security threats encourages countries in the
Southeast Asia region to strengthen military defense strategies in order to secure national interests.
Indonesia is currently trying to realize its commitment to building defense capabilities through
modernization of defense equipment in order to achieve the Minimum Essential Force (MEF)
target. This study examines the fulfillment of MEF needs in the procurement of the main weapon system equipment (Alutsista). This study uses a qualitative research method with a descriptive
approach. Data collection comes from primary data and secondary data as well as through library
research. Based on research, currently the government has made quite serious efforts related to the
modernization of defense equipment. However, the government's overall efforts to improve defense
capabilities through modernization of defense equipment are still not maximized. There are at least
six challenges that become problems in efforts to modernize the defense equipment, namely budget
problems, transparency in the procurement of equipment, the achievement of MEF fulfillment
targets, the low quantity and quality of human resources (HR), the defense industry which is still
not independent, and the welfare of soldiers who are still struggling. questionable. So it takes a
strong commitment and systematic planning as well as strengthening the synergy between
ministries and institutions in meeting the needs of MEF in the procurement of defense equipment.
