POLEMIK EKSTRAKSI LOGAM TANAH JARANG (STUDI TERHADAP PERENCANAAN POLITIK PEMERINTAH PROVINSI BANGKA BELITUNG)

Abstract
Bangka Island and Belitung Island are the biggest tin mining product contributors to Indonesia. In the tin mining activities carried out in the Bangka Belitung Islands, it turns out that tin produces associated minerals or is referred to as a by-product of tin in the form of mineral content such as zircon, monazite, and xenotime, which are known as rare earth elements (REE). The associated mineral products have various polemics in terms of planning and management, which are referred to as “REE mineral conflicts”. The purpose of this study is to describe the planning of the Bangka Belitung Province government in the management of rare earth metals (LTJ) and identify challenges in the management of rare earth metals (LTJ) in Bangka Belitung Province. This study uses James E. Anderson's theory of the public policy process. This theory explains that there are three stages in policy formulation, namely problem formulation, policy formulation, and policy determination. This research uses descriptive qualitative approach. The primary data was obtained from interviews with 8 informants from Distamben, BAPPEDA, the Environmental Services, Deputy Governor, WALHI, lecturers, and mining entrepreneurs. The results of this study explain that policy planning related to the management of LTJ has begun, but it will require several other stages as well as cooperation from stakeholders related to mining. Challenges in managing LTJ are also things that must be faced such as the environmental impacts that will be caused by radioactive substances contained in LTJ minerals, limited human resources (HR) in managing the LTJ mineral separation process, and technological limitations are also challenges in managing LTJ in the Province Bangka Belitung
